Statement by the Delegation of Thailand

H.E. Mr. Sasiwat Wongsinsawat

Ambassador and Deputy Permanent Representative

Interactive dialogue with the Independent Expert

on protection against violence and discrimination based on sexual orientation and

gender identity (IE SOGI)

at the 35th session of the Human Rights Council

on Tuesday, 6 June 2017, 09.30-12.00, at Room XX, Palais des Nations

Mr. President,

Thailand thanks the Independent Expert for his first report. We welcome his effort to engage with all stakeholders in an open and constructive manner.

We should not tolerate any forms of violence and discrimination on any basis. Thailand believes that the mandate can make use of existing relevant international human rights law and mechanisms while working to advocate for new ideas that would lead to more effective prevention and implementation. In doing so, we encourage the Independent Expert to take into account all views and concerns.

Thailand’s commitment on promoting gender equality is enshrined in the Gender Equality Act of 2015, which prohibits discrimination against all persons including those with sexual expression that is different from birth. The Ministry of Justice is currently working on the initial draft Civil Partnership Act and organizing consultations with relevant civil society organizations.

Thailand wishes the Independent Expert success in his work. We stand ready to engage with him.

Thailand would like to ask the Independent Expert to share with us on how capacity-building and human rights education can help us in protecting people against violence and discrimination based on sexual orientation and gender identity.

Thank you.
