Thank you, Mr. President.

Thailand, together with the cross-regional core group of countries comprising Brazil, Honduras, Indonesia, Morocco, Norway, Singapore, Qatar and Turkey, have the honour to present the draft resolution A/HRC/33/L.18 titled “Enhancement of technical cooperation and capacity-building in the field of human rights” for the Council’s consideration.

The resolution under this title has been tabled annually in order to enhance the role of the Council in promoting advisory services, technical assistance and capacity-building, particularly through the annual panel discussion under agenda item 10 on a theme set by the resolution.

This year, the draft resolution proposes the theme of “A decade of technical cooperation and capacity-building in the Human Rights Council: challenges and the way forward” for the panel discussion to be held at the Council’s thirty-fifth session in June 2017.

This theme reflects our belief that the tenth anniversary of the Council offers an excellent opportunity to review the progress made and the challenges faced in our efforts to promote technical cooperation, as well as to share our views on how to strengthen future work in this area.

This draft enjoys the co-sponsorship of one hundred and nineteen States. We would like to express our sincere appreciation for this tremendous support. We thank all stakeholders for their valuable contributions and flexibility shown during the consultations. We hope that this draft resolution will be adopted by the Council by consensus, as in the past years.

         Thank you, Mr. President.
